What image formats can I convert between?

Yes. Lowering the pixel dimensions and adjusting the quality slider for JPEG or WebP output typically shrinks file size significantly, which helps with email attachment limits and page load speed.
Does the resized image lose quality?
Scaling down always discards some detail, but at the quality levels offered here the difference is rarely visible at normal viewing sizes. Scaling an image up beyond its original dimensions will look softer, since no tool can invent detail that wasn't captured.
